The Vienna Convention on Diplomatic Relations of 1961 is an international treaty that defines a framework for diplomatic relations between independent countries. This forms the legal basis for diplomatic immunity. Its articles are considered a cornerstone of modern international relations.

It has been observed that the abuse of privileges and immunities by diplomats, as well as by governments, constitutes one of the major challenges to the success of the Vienna Conventions. The rule of law demands that even the crimes committed by diplomats should be duly brought to book.
